OVERVIEW
The expansion of HMP Channings Wood in Devon is set to create 494 additional prison places, nearly doubling the facility's capacity from 746 to 1,240 inmates. The enlargement addresses critical overcrowding issues within the UK prison system.
At the heart of the expansion are two new state-of-the-art houseblocks that showcase the Ministry of Justice's commitment to environmental sustainability. These fully-electric structures incorporate energy-efficient systems throughout, substantially reducing the prison's carbon footprint through thoughtful design and advanced technologies. The buildings feature improved insulation, smart energy management systems, and LED lighting throughout.
The construction utilises Modern Methods of Construction (MMC), with most components manufactured in controlled factory environments before being transported to the site. This approach not only accelerates the build timeline but also ensures consistent quality control while minimising disruption to the existing prison operations and surrounding community.
Each distinctive X-shaped houseblock employs a specialised T60 design—an adaptation of the successful 4-storey blueprint implemented in other recent prison developments. According to the Ministry of Justice, this represents "the most modern and efficient prison design available, enabling repeatability and therefore cost efficiency across all sites." The innovative layout maximises security sightlines for staff while creating more manageable residential wings within each structure.
Beyond expanding capacity, the project emphasises rehabilitation through a purpose-built vocational workshop. This facility will provide prisoners with opportunities to develop trade skills, equipping inmates with practical abilities needed to aid rehabilitation.
Main contractor Kier Construction have also implemented their pioneering 'Making Ground' programme, which offers meaningful employment to prisoners released on temporary license. This initiative provides real-world work experience, builds confidence, and establishes positive employment references, aiding reintegration into society.
CFS have contributed significantly to the project, supplying Techrete with essential components including Crosspin Sockets, Bar Couplers, Wire Rope Boxes, Nailing Plates, and custom-designed Wall Panels.
The Channings Wood expansion exemplifies the balanced approach of increasing prison capacity while prioritising sustainability, security, and rehabilitation—establishing a blueprint for future correctional facility developments across the UK.
