Malicious false fire alarm hits record high

Malicious false fire alarm hits record high

Safety Technology International Ltd

A record number of manual call points were maliciously activated across England for the year ending March 2022.The highest annual number of malicious false fire alarms on record came as people returned to public buildings en masse in a period markedly unaffected by COVID-19 lockdowns. The latest Home Office figures reveal there was a total of 3,212 false fire alarms caused by the “malicious activation of [a] fire call point/alarm” in England for the year ending March 2022, surpassing challenged hoax calls as the largest reason for malicious fire alarms.Accidental activations also increased over the period; 14,452 false fire alarms were recorded due to the accidental and careless activation of life safety equipment, including manual call points.Every false alarm is costly, disrupting schools and businesses, placing unnecessary strain on our emergency services and reducing public confidence in fire alarms.Despite online learning, working from home and limits on social contact, false fire alarm numbers, although down, persisted during the pandemic. As schools, offices and shops saw reduced attendance and footfall, malicious false fire alarms survived; now in a post-COVID world, there has been a boom in the number of false alarms plaguing the country.Continuing to be the largest incident type, false fire alarms accounted for 40 per cent of the incidents attended by Fire and Rescue Services in England for the period – fires accounted for just 26 per cent.Repeated false alarms reduce the public’s confidence in fire alarms, contributing to alarm fatigue and a complacent attitude toward evacuations. Alarm fatigue occurs when a person becomes desensitised to an alarm due to repeated false alarms and as a result, fails to react appropriately in an emergency.Safety Technology International manufacture a range of protective covers, specifically designed to prevent false alarms whether accidental or malicious. The STI story began in 1980 with a challenge by a school headteacher who wanted to stop their false fire alarms. Founder, Jack Taylor, used his expertise in security systems to invent the first and original Stopper® polycarbonate protective cover. From integral covers to outdoor and sounder models, there are now variations to suit all applications. The tamper-proof polycarbonate covers ensure call points are protected without restricting legitimate use in a real emergency, a combination of optional warning alarm, flashing beacon and break seal acts as a deterrent against malicious activation. In Wales, malicious false fire alarms rose by 33% to 426 during 2021-22, the highest figure for half a decade. And with similar figures reflected across the UK, over £1 billion is lost every year due to false alarms. To recoup this cost the London Fire Brigade became the first fire service in the country to recover costs from buildings like hospitals, airports and student halls with a poor false alarm record.Firefighters respond to fire signals as if they are real, this exposes the public and fire crew to unnecessary risk in their swift response to false alarms, directing them away from real emergencies.Under The Regulatory Reform (Fire Safety) Order Act 2005, it is the responsibility of the building owner or the “responsible person” to ensure effective fire precautions are in place to protect staff, customers or visitors.Several precautionary steps can be implemented to prevent false fire alarms before they occur; routine testing and maintenance of call points is a must to ensure proper operation, but it is not the only proactive approach. As recommended in BS 5839-1:2017, manual call points can be fitted with a protective cover to prevent false fire alarms. The British Standard Institute recommends in section 20.2b), that: “All MCPs should be fitted with a protective cover, which is moved to gain access to the frangible element.“It is now recommended that a protective cover is fitted to a Type A manual call point to help prevent false alarms.”

The Safety Letterbox Company

THE PROJECTAt The Safety Letterbox Company, we can manufacture a complete mailbox arrangement to house within the aluminium surrounds and replace a glazed screen. Panel boxes have a simple letterflap to the front face and house the mailboxes to the rear allowing the tenants ease of retrieving their mail and ensuring maximum security for the building. This arrangement complies with the Secured by Design Guidelines (Secured by Design Homes 2016 Guidelines) of eliminating the need for access into a building, even from the postman. It also is a neat solution to house the door entry system within the panel – keeping all relevant products in one area, adjacent to the door, in a neat and attractive solution. The comprehensive door entry and mailbox solution developed for the Canning Town project contained subtle mailboxes that blended in to the outside panel along with security options that granted access to the building to individuals with the correct code. The door entry system contains a video camera to identify who is outside of the building, a key fob scanning point and a room call function.

The Broadway, London

The Broadway, London

Step On Safety Ltd

We were privileged to be contracted by Keltbray to install 350 riser floors at The Broadway, an exclusive new development at St James’s Park. The Broadway is a vibrant new living quarter located in the heart of Westminster. Described as the epitome of British innovative design and contemporary cool, six impressive towers are home to 258 exquisite apartments with five-star facilities. While the outside is steeped in iconic architecture and a revival of Art Deco design, behind the scenes, architects specified the very latest in building techniques and safety protocols, with Step on Safety’s GRP RiserDeck™ System at the very core of each building.Providing a modern, high-spec alternative to traditional galvanised steel and ply board service riser duct flooring, RiserDeck™ comprises of GRP Open Mesh Grating supported by composite Channel, Angle and I Beam sections to provide additional panel support. Manufactured from durable fibre-reinforced polymers and available with either a closed or open mesh surface, both of which facilitate multi-directional spanning, the inherent strength of these panels is provided by alternating, bi-directional layers of glass fibre woven rovings, which distribute the imposed load throughout the panel surface. The glass fibres are impregnated with polyester resin binding agent, which also provides the necessary corrosion resistance. A silicon carbide grit is applied to the top surface to provide an effective anti-slip finish to this GRP Riser Flooring. The resulting system requires no hot works to cut and fit onsite and is light enough for manual handling – no heavy lifting equipment is needed to manoeuvre into place. The project took ten months, with timings of each riser critical to ensure the smooth running of the project with no delays to other contractors; this had to be achieved while navigating the COVID-19 restrictions that came into play throughout. Three teams of three installers were onsite for the duration, making it one of our largest projects to date.To find out more about how Step on Safety can support your next project, call us on 01206 396 446 or email us at sales@steponsafety.co.uk.

Luxury access to the roof terrace by LAMILUX roof access hatch

Luxury access to the roof terrace by LAMILUX roof access hatch

Lamilux Rooflights Ltd

In densely populated urban areas of the cities, where the number of floors in housing is sometimes limited and private gardens are rare, a rooftop terrace or patio is becoming a popular design choice. However, many residential buildings with rooftop gardens don’t see much daylight and careful consideration is required to determine an access point to the roof terrace. For such rooftop projects, a new dimension of roof access is offered by the LAMILUX Flat Roof Access Hatch Comfort range, designed to give a generous daylight intake in attic apartments alongside convenient access to the roof terrace creating an air of grace and beauty both internally and externally. The LAMILUX Flat Roof Access Hatch Comfort range now introduces its fourth product into the family, giving more choice and flexibility when creating a luxurious living space with an exclusive ambience. Featuring unrestricted use as a natural ventilation device and convenient access to the roof terrace, the indoor climate also benefits from the high energy efficiency of the range thanks to the thermally broken frame and excellent air tightness values. The existing Solo and Duo Flat Roof Access Hatch products from LAMILUX open laterally by moving one or two panels horizontally to create direct access to step onto the roof terrace, whilst the space-saving hinged opening Swing variant swiftly opens its one meter by 3000 or 3500 mm long aperture to 84 degrees in just 25 seconds. The fourth, and newest addition to the Access Hatch Comfort repertoire the Square, makes it possible, for the first time, to also use spiral and platform staircases underneath. Until now, access to the roof was limited to straight stairways due to the elongated rectangular shape of the roof access hatch range. The Square only takes 45 seconds for the concealed hydraulic drives to silently open the 4m² glass element of the skylight by 70 degrees. As with the Swing, the new variant does not require any additional space on the roof terrace than its own size in closed form, even when open, thanks to its swing mechanism.   Visually, the aluminium border frame throughout the product family, attracts attention as an architectural highlight. The aluminum profiles and the reveal surface can be coated in all RAL colours offering further choice and exclusivity. Since the glass panes and frame feature a flush edge detail both internally and externally, and all variants are designed with an inclined surface, the range boasts not only a visually appealing seamless design, but also ensures that rainwater can run-off easily without leaving any dirty edges or water ponding. Safety is standard in the Flat Roof Access Hatch Comfort product family with fall-resistant glazing which can be walked on to a limited extent for cleaning purposes. As an additional safety feature, a light barrier is installed as standard which prevents the closing of the access hatch as soon as it detects something in the entrance area. In terms of energy, the new roof access hatch continues the tradition of all LAMILUX skylights: The overall system, which is free of thermal bridges and isothermally balanced and the option of special glazing meets modern demands for sustainability, energy efficiency and climate protection which ultimately save heating costs and minimizes condensation. All four products in this family have one further thing in common: They are delivered completely pre-assembled to the construction site, lifted onto the roof by a crane provided by the customer and then installed swiftly and easily. This minimizes the risk of errors and saves valuable time – both for the contractor and for the apartment user who ultimately gains access to the roof terrace.

One Bishopsgate Plaza

One Bishopsgate Plaza

Profab Access Ltd

Profab Access proves its worth at One Bishopsgate Plaza Situated in the centre of the City of London, One Bishopsgate Plaza is one of the first high-rise residential and hospitality developments to be built in the capital for a number of years. Once construction has been completed, the flagship 43-storey tower will house London’s first luxury 5* Pan Pacific Hotel, which will comprise of 237 rooms, an indoor swimming pool and a 370 capacity Pacific Ballroom, Square Mile’s first dedicated ballroom. From levels 21 to 41, the development will house 160 luxury one, two and three bed residential apartments, or ‘Sky Residences’, which will boast panoramic views of some of London’s most iconic landmarks. As part of the construction process, over 200 steel riser doors from Profab Access in a range of door leaf configurations and sizes from its INTEGRA 4000 Series, combined with over 300 bespoke ceiling panels from its ECHO 7000 Series, are currently being installed throughout the entire tower by BDL Dry Lining. Specified due to their impressive seamless integration into masonry walls, shaft walls and drywall partitions, the riser doors provide discreet and secure access that won’t impact on the overall interior design scheme of the development, a main consideration for the public and private areas of the hotel. The INTEGRA 4000 Series’ third party CERTIFIRE bi-directional certification from Warrington Fire was also a leading factor for specification, as the riser doors are fire tested from both sides to two hours, providing the highest standard of evidence for fire safety performance. All of the doors were supplied with comprehensive CERTIFIRE accreditation documentation as evidence of Profab Access’ up to date fire testing, providing both the specifiers and contractors responsible for the development with absolute confidence in the performance of the critical fire integrity products. The INTEGRA 4000 Series is independently bi-directionally fire tested and certified by an accredited third party, to ensure legal compliance.A combination of one and two hour fire rated riser doors were chosen to be installed throughout all residential and communal areas of the building to not only achieve compliance with current regulations by eliminating the spread of fire throughout the building for the specified durations, but sufficiently future proof the building for years to come. The bespoke Profab Access ECHO 7000 Series Ceiling Access Panels have also been specified for installation throughout the hotel bedrooms and communal areas to provide concealed and maintenance free access to the ceiling shafts. Due to the significant size of the ceiling access panels, which span up to 1100mm x 1800mm, Profab Access developed a bespoke additional safety system that featured a one side lift out and one side swing/push latch mechanism. The innovative design assisted BDL Dry Lining’s team of engineers in stopping the heavy doors swinging from the ceiling, while also enabling the panel design to work within a reduced space. BDL Dry Lining is one of the largest specialist dry lining contractors in the UK and has been an installer of Profab Access riser doors and access panels on high profile commercial and residential projects for a number of years. Tony Grayson, Project Manager at BDL Dry Lining, said: “This is a standout development to be involved with and we knew from the very beginning that Profab Access would be our go to supplier for this project. “Over the last two years we have worked closely with Profab Access’ team of Specification Managers and Engineering experts to deliver and install the riser doors and ceiling access panels throughout the 41 storeys. The access solutions are extremely easy to install and offer the highest standards in performance, quality and compliance for unfaltering consistency across the entire site.”The riser doors are also 35dB acoustic rated, smoke sealed and airtight to Part L. In the event of a fire, the doors will maintain their frame and integrity for up to two hours, limiting the spread of fire and transmission of radiant heat for this period of time. The doors’ intumescent smoke seals also enables occupants to safely exit the building, whilst subsequently minimising potential damage to other areas of the construction. By specifying the CERTIFIRE bi-directionally fire tested INTEGRA 4000 Series Riser Doors, the development is actively future proofed as the comprehensive testing certification provides a complete and transparent audit trail of due diligence that evidences the products are not only fit for purpose, but meet the duty of care required to ensure legal compliance.  Marcus Parnham, Commercial Director at Profab Access, said: “As One Bishopsgate Plaza is such a unique building, it required a bespoke approach that ensured the access solutions we provided were not only fit for purpose, but superseded expectations. “That’s why every element of the ceiling and wall access products have been individually considered, from the additional safety systems on the ceiling access panels, to the Euro Cylinder locks on the riser doors to prevent unauthorised access. The result is a complementary suite of solutions that provide unobtrusive access, without compromising on aesthetics.”Profab Access’ comprehensive portfolio of access panels and riser doors are manufactured in-house at its headquarters in Atherstone and are supplied with impressive lead times throughout the UK. False fire alarms on the rise across NHS Trusts

False fire alarms on the rise across NHS Trusts

Safety Technology International Ltd

False fire alarms have risen by nearly 16% in just 6 years at NHS trusts across England; stretching resources, unsettling patients, and disrupting vital healthcare.Figures from NHS Digital reveal there were 19,566 false fire alarms at NHS trusts throughout 2020/21, with some trusts recording upwards of 500 false alarms. The worrying results reveal that both in the past year and historically, several patients have sustained ‘injuries during evacuation’, highlighting the damaging effects of an unnecessary evacuation. With appointments cancelled, operations delayed, and a fall in emergency department attendances during the period, we might have expected to see the number of false fire alarms fall significantly during the pandemic. At a time where it is vital to avoid the crowded corridors and large gatherings at assembly points that follow an evacuation, it has become even more pertinent to eradicate the causes of false alarms ensuring a socially distanced environment for vulnerable patients.Of the 19,566 false alarms 5,742 resulted in a callout, firefighters respond to all alarms as if they are real. This exposes the public and fire crews to unnecessary risk in their emergency response to unwanted fire signals, directing them away from real emergencies – threatening to place added pressure on the NHS.Across the 216 NHS trusts listed within the data, a total of 1,175 genuine fires were recorded.False alarms cost businesses and Fire and Rescue Service authorities an estimated £1 billion a year in the UK. In order to recoup this cost, the London Fire Brigade became the first fire service in the country to recover costs from hospitals with a poor false alarm record.A false alarm is a fire alarm signal caused by means other than a genuine fire, which has activated a fire detection and alarm system, these can include: equipment false alarm, environmental influences, accidental damage, and inappropriate human action, including the malicious activation of a manual call point. As recommended in BS 5839-1:2017 manual call points can be fitted with a protective cover to prevent false fire alarms. The British Standard Institute recommends in section 20.2b that: “All MCPs should be fitted with a protective cover, which is moved to gain access to the frangible element.“It is now recommended that a protective cover is fitted to a Type A manual call point to help prevent false alarms.”This is supported by fire safety guidance set out by the Department of Health which outlines the importance of “initiating measures to reduce false alarms and unwanted fire signals,” such as “the provision of lift flaps, or lift flaps combined with a local alarm device [which] are sufficient to control the possibility of undesirable actuation by patients.”Safety Technology International manufacture a range of protective covers, from integral covers to outdoor and sounder models; there are variations to suit all applications. These covers are specifically designed to prevent false alarms whether accidental or malicious. The Call Point Stopper is a protective cover ideal for areas with a risk of accidental activation, such as hospitals and healthcare facilities. The polycarbonate cover does not restrict the legitimate operation of vulnerable call points and helps distinguish a fire call point from a green electronic door release – often located nearby, this is a common cause of false alarms.Fire crews recently attended a false fire alarm at the Royal Blackburn Hospital after a discharged patient broke five break glass call points. If there is a history of malicious activations whereby patients or visitors intentionally activate the fire alarms, causing unwanted evacuations and disrupting important healthcare, the Euro Stopper offers a solution. The Euro Stopper provides a tamper-proof cover featuring the same sturdy UV-stabilised polycarbonate housing as the Call Point Stopper with the useful addition of an optional integral sounder and glow-in-the-dark frame. The 96 dB sounder emits a piercing alarm when the cover is lifted drawing immediate attention to the area, acting as a pre-alarm in a real emergency. If further robust protection is still required the Universal Stopper provides IP56 protection from the elements, with a tough outer dome or low profile cover strong enough to withstand the severest of knocks from hospital beds, trollies, or wheelchairs. An optional sounder and break seal acts as an additional deterrent against malicious activation.Conforming up to IP66, the Enviro Stopper offers the same protection against both accidental and malicious activation whilst guarding against ingress in harsh environments, such as wet rooms or wash down areas.

Crossrail contractor chooses Bilco Ladder Up Safety Post

Crossrail contractor chooses Bilco Ladder Up Safety Post

Bilco UK

With the new Elizabeth line set to deliver a 10% increase in rail capacity across central London, the project will provide a high frequency service that reduces journey times and creates new travel opportunities by linking 41 stations across 100 kilometres. As part of the landmark construction project, over 42 kilometres of new tunnels, 50 kilometres of new track and 10 new stations are being developed in conjunction with major upgrades to the existing infrastructure. Throughout the construction stages of the central section, which spans from Westbourne Park to Plumstead and Pudding Mill Lane, over 350 of Bilco UK’s innovative aluminium Ladder Up® Safety Posts have been specified by Crossrail’s systemwide contractor Alstom TSO Costain Joint Venture (ATC Systemwide) to provide safe and secure access. Weighing just seven kilograms due to the milled aluminium construction, the resilient Ladder Up® Safety Posts will provide engineers with unobstructed access to the walkways when conducting essential maintenance throughout the tunnels, once the line is operational. Once fully open, the Elizabeth line will provide an additional 1.5 million people with access to central London within 45 minutes, covering Reading and Heathrow in the West, right through to Shenfield and Abbey Wood in the East. The specification process, managed by Construction & Rail Contractors McNealy Brown, focused on the requirement for durable yet functional access solutions that would consistently provide a safe and direct step through onto the walkway, without impacting on the surrounding electrical services. The unique and high quality construction of the Ladder Up® Safety Post fulfilled each requirement of the brief. This includes features such as the innovative telescopic post, which mounts permanently to the top two rungs of any fixed ladder to provide a secure handhold that enables the user to enter or exit the opening in an upright and balanced position. Clive Burfoot, Contract Manager at McNealy Brown, said: "When we first began researching potential access solutions for the Crossrail project’s central section, it became clear quite quickly that the Bilco UK Ladder Up® Safety Post was the only product available on the UK market that would fulfil our extensive list of requirements." “The telescopic extension was one of the main benefits that secured its specification for this project, as it enables the Ladder Up® safety post to be both retracted and extended, a key function that wasn’t available with any other access solution.” Each ladder has been installed with two Ladder Up® Safety Posts, which are located on either side of the ladder to provide the direct step through onto the walkway for increased safety and efficiency. The installation process, which has been managed by ATC Systemwide, will provide secure access throughout all essential areas of the central section, including at either end of every station and at additional strategic locations. Vimesshen Ravindran, Senior Mechanical Engineer at ATC Systemwide, said: “The lightweight construction of the Ladder Up® Safety Posts ensured the installation process was quick and easy, resulting in no unforeseen issues on site. When the system retracts, the high quality spring-balance and convenient lever release provides a controlled means of lowering into its retracted position. This delivers enhanced ease of operation, ensuring long term suitability and usability for the engineers when undertaking future maintenance tasks. “The Ladder Up® Safety Posts will play an essential role in ensuring the central section of the Elizabeth line continues to run at the highest standard, so it was crucial we specified access solutions that would facilitate the continued maintenance of the line, safely and efficiently.” The telescopic tubular section automatically locks when fully extended, while the adjustable mounting hardware accommodates any ladder rung size or spacing. The corrosion resistant construction can also withstand the demanding environment of the London underground system, ensuring its successful operation for years to come. Darren Waters, Managing Director of Bilco UK, said: “We are extremely proud to have been involved in the UK’s high profile Crossrail infrastructure project and have worked closely with McNealy Brown and ATC Systemwide throughout every stage of the specification and installation stages. “This has ensured our unique Ladder Up® Safety Posts have fulfilled each individual requirement of the central section of the Elizabeth line, from security and ease of usability, right through to long term durability. We look forward to seeing the completion of the Crossrail project as our innovative access solutions play a vital role in ensuring its safe and successful operation.” Aiming to make travelling throughout the capital easier, quicker and less crowded for passengers, the Elizabeth line will not only reduce the strain on London’s transport network but transform the way passengers experience and interact with the city and its suburbs.

Retro-Fitted Risers

Retro-Fitted Risers

Step On Safety Ltd

Many of the GRP Riser Floors we install are fitted during the initial build. Using a framework made from GRP profiles, capped with panels of GRP Grating, we fill usually simple shapes as a building goes up, ensuring people and equipment can’t fall down the holes required for services installation. In an older building, the chances are the services are already in place, which means we need to cut around any pipes, cables and ducting to ensure a neat fit with no gaps.Gainsborough House in Richmond was one such installation. The riser gaps were actually quite small so, while there was no risk of a person falling through, dropped tools could, presenting – at worst – a potential hazard to people and equipment below and – at best – an inconvenience as tools need to be retrieved or replaced. We were sub-contracted by Westgreen Construction to bring the spaces around the risers up to the current safety standards and help prevent future accidents. On some floors the gaps were almost full of services trunking and, as an added challenge, electrical cable trays coming forward presented an uneven surface to work on. We built frames between each tray, creating a raised base to fit the grating to. The mesh was then carefully cut to accommodate the various services in place. In other parts of the building the client needed the grating to be 50mm away from already-installed duct work to allow for lagging and requested a kick plate rather than the normal flush fit. This required a modified frame to give the site team something to fix the plate to.GRP is an incredibly flexible material to work with. It’s much lighter than steel equivalents making it relatively easy to manoeuvre into position. It’s also easier to cut and non-sparking so doesn’t require a hot works permit. This allows us to make adjustments onsite, achieving a high level of precision in a fraction of the time, keeping quality up and costs down.No matter what type or age of a building, our expert teams will find a GRP riser solution to ensure site safety. Pumping Station Chamber Renovation

Pumping Station Chamber Renovation

Step On Safety Ltd

A chance encounter a couple of years ago has resulted in the development of a close, collaborative relationship between Step on Safety and client Anglian Water, clearly demonstrated by the recent refurbishment project at the London Road Pumping Station in West Thurrock. The station has four large foul chambers, each with maintenance platforms up to 11 metres deep providing access to the inlet and outlet pumps. The existing steel grating and handrails had begun to corrode, rendering at least one of the chambers unsafe to enter. An urgent solution was required to replace some or all of the platforms in each one – a challenge under any circumstances but even more so in working chambers during flood season. The first issue was access. The chambers are classed as Level 3 Enclosed Spaces so can only be entered by qualified engineers. The condition of the platforms was, in some cases, so poor that the surveys had to be done using 3D scanners lowered into each pit. The uneven build-up of residue on the walls and existing surfaces resulted in imprecise measurements which meant that whatever material was used, some adjustment would be necessary once work started. GRP was the ideal choice because it’s faster and easier to cut – even when you’re working in a hole. It’s also lighter so easier to manoeuvre into position. The second issue was the installation itself. Because of the access restrictions, Step on Safety teams were unable to go down into the chambers to install it themselves; specialist Anglian Water engineers completed the install whilst working collaboratively with Step on Safety onsite service teams cutting, bonding and fabricating up top. It was agreed that an SoS installer would be onsite throughout the project, assisting and advising the AW teams every step of the way.The new platforms were built just above the old steel ones, which acted as a safety net during the installation. Most of the cutting and assembly was done at the SoS workshop Brantham, Suffolk, with only minor adjustments needed during the project. The GRP profiles, open mesh grating and handrail was all made using isophthalic resin which has superior resistance to the toxic environment it will sit in. As an added precaution, every cut edge was treated with resin to maintain the integrity of the materials. Once the GRP was in place, the rotten steel was disassembled and lifted out for disposal.Step on Safety’s Dave Atkins worked alongside Anglian Water crews to get the project done. “It was a new way of working for us as we are usually down in the working areas hands-on” he told us. “Communication from top side was critical in which and what measurements were needed for a smooth project installation. Marcin and Ken’s team were fantastic and I’m really happy with what we have achieved together.”Clear, effective communication was key to the success of the project and Marcin Jacobowski was more than happy with the outcome. “I would like to take this opportunity to thank everyone for helping me to complete this project” he wrote. “We had a lot of problems during the project (flooding incidents), but we managed at the end. What have I learned is, without the good communication and co-operation with AW Operations and the subcontractors’ support (Cadman & Step on Safety) this scheme wouldn’t be the success that it is. I can highly recommend Step on Safety for quality of work and great communication.”
